Marcelo Rebelo de Sousa was born in Lisbon on December 12, 1948. A Catholic, he has two children and five grandchildren. He graduated in Law and earned a PhD in Legal and Political Sciences in 1984. He was a Full Professor at the Faculty of Law of the University of Lisbon, teaching at various institutions both in Portugal and abroad. He worked as a journalist, directing the newspaper Expresso between 1980 and 1981, and collaborating with the newspaper Semanário from 1983 to 1987. Later, he became a political commentator. He is involved with various civic and social associations and institutions as a founder, patron, leader, or volunteer. He was a member of the Constituent Assembly in 1976 and served in the VIII Constitutional Government as Secretary of State and Minister for Parliamentary Affairs. A member of the PSD since its founding, he presided over the party from 1996 to 1999, promoting its affiliation with the European People's Party, where he became Vice-President. He held various local government positions, including Municipal Deputy, Councilor, and President of the Municipal Assembly in Cascais, Lisbon, and Celorico de Basto. He was elected President of the Republic in 2016, taking office on March 9, and was re-elected for a second term in 2021, also taking office on March 9.

Rita Alarcão Júdice, born on December 8, 1973, is the Minister of Justice of Portugal. She was elected as a Member of Parliament to the Assembly of the Republic in 2024 for the Coimbra electoral district. She graduated in Law from the Faculty of Law at the Portuguese Catholic University, Lisbon School, in 1997, and has accumulated over 25 years of experience in real estate law. She was a partner at the prestigious law firm PLMJ, where she co-coordinated the Real Estate and Tourism area from 2013 to 2023.
In addition to her legal career, Rita Júdice is a member of the Executive Committee of the Urban Land Institute (ULI) Portugal and a member of Women in Real Estate (WIRE Portugal), reflecting her active involvement in the real estate sector.

Joana Rosa holds a Law degree and is a Lawyer and Legal Consultant, with a Postgraduate Degree in Banking Law from the University of Lisbon. Since May 2021, she has served as the Minister of Justice of Cape Verde and is also pursuing a Master’s in Governance and Administration. Throughout her career, she has actively contributed to the reform and modernization of the country's justice sector. A Member of Parliament since 2005, elected by the Maio electoral district, she has held several positions in Parliament, including President of the MpD Parliamentary Group and Vice-President of the Constitutional Revision Commission. Joana Rosa has also served as a consultant to the World Bank, further strengthening her leadership in legal and legislative matters.

Maria do Céu Silva Monteiro, the current Minister of Justice of Guinea-Bissau, is a jurist and magistrate. She was elected President of the Supreme Court of Justice of Guinea-Bissau in 2004, after the position had been vacant for two years, and she held it until December 2012. She graduated in Law from the Faculty of Law of the University of Coimbra and later joined the Centre for Judicial Studies in Lisbon (C.E.J) for a postgraduate degree in Judicial Magistrature. She also holds a master’s degree in Constitutional Legal Sciences.
She served as a judge in Guinea-Bissau before being elected judge of the Supreme Court by nine senior judges, a position she held from 2004 to 2013. She was also President of the Court of Justice of the Economic Community of West African States (ECOWAS), a position she held from 2014 to 2016.

Lionel Galliez is a prominent figure in both French and international notary work. He served as a notary in Mussidan from 1999 to 2013 and in Paris from 2013 to 2022. During this time, he also acted as an international affairs advisor at the Conseil Supérieur du Notariat de France (2016-2022).
On the global stage, Galliez currently holds the position of President of the International Union of Notaries (UINL) for the 2023-2025 term.
Throughout his career, he has played key roles in international congresses and collaborated with major organizations like the UN, World Bank, and FAO, focusing on the modernization and internationalization of the notarial profession.

Jorge Batista da Silva has been a notary since 2006. He practiced in the city of Maia between 2011 and 2022 and currently works as a notary in the municipality of Póvoa de Varzim. He earned a law degree in 2004 from the University of Minho and holds a postgraduate degree in Law and Informatics from the University of Minho, but his legal practice is suspended to focus on his notarial duties.
With a strong interest and experience in new technologies, he founded two startups in the fields of document dematerialization with the preservation of their legal value, digital identity management, and Fintech.
He served as Vice-President of the Notaries’ Association between 2010 and 2011, was President of the Young Notaries’ Association from 2007 to 2008, and has been President of the Notaries’ Association since December 2017.
Over the years, he has been a speaker and guest lecturer at various conferences, postgraduate courses, and master's programs on topics such as "Electronic Evidence," "Digital Identity," "Digital Archiving," "Combating Money Laundering and Terrorist Financing," and "Electronic Legal Transactions."

Gisela Oliveira de Barros is the President of the Notarial College of Brazil – Federal Council for the terms 2020/2022 and 2023/2025. She has been the head of the 23rd Notary Office of São Paulo/SP since 2011 and was approved in the 7th Public Examination for Notarial and Registry Delegations of the São Paulo Court of Justice. She holds a degree in Law from the University of São Paulo (USP) and has specializations in Family Entities from the Autonomous University of Law (FADISP) and in Notarial and Registry Law from the São Paulo School of Magistracy.

Filipa Maia holds a law degree from the Faculty of Law of the University of Coimbra (1990) and specialized in Registries and Notarial Services through a university extension course at the same faculty. From 1994 to 1995, she was seconded to the Civil Identification Services in Coimbra, where she coordinated the issuance of identity cards in the district, following training at the Judicial Police.
She served as a notary at the Public Notarial Office of Arganil from 1995 to 2005, and since then, has been a notary in the same town.
In addition to her notarial practice, since 2017, she has been a member of the Supervisory Council of the Portuguese Notary Association and, since March 2017, has served as the association's delegate to the European Affairs Commission of the International Union of Latin Notaries (CAE/UINL). She is also a member of the International Notarial Cooperation Commission (UINL) and participated in the working group on "Powers of Attorney," whose report was presented at the UINL plenary session in Barcelona in 2019.

Silvestre d'Apresentação is the General Director of the Directorate of Registries and Notaries of São Tomé and Príncipe. Born on November 2, 1970, he holds a Master's degree in Law from the Catholic University of Porto and is a registered lawyer with the Portuguese Bar Association, based in Vila Nova de Gaia, Porto.
His career includes a role as Director of the Migration and Border Service of São Tomé and Príncipe in 2016 and training Conservators and Notaries in 2015. In 2012, he provided legal support at the Portuguese Catholic University, where he was an intern at the Institute of Employment and Vocational Training.
Since 2005, he has collaborated with the UCP Porto in organizing and maintaining courses, including the Aptitude Course for the Center for Judicial Studies and various postgraduate programs, seminars, and conferences. Before that, in 1989, he was a prominent youth leader, serving as President of several youth associations and organizations, including FAOJ and the UNESCO Club. He also held positions as Secretary for International Relations of the São Tomé Youth Organization and President of the Association of Young Entrepreneurs of São Tomé.

Manuel Didier Malunga is a Mozambican jurist with a solid academic background and experience in the public sector. He obtained a Master's degree in Law in 1996 and is currently a PhD candidate in Civil Law at the University of São Paulo, Brazil, with an expected completion date in 2024.
His career began as an auditor of the Registration and Notarial Services, having trained at the University of Coimbra and the General Directorate of Registries and Notaries of Portugal between 1999 and 2000. Since 1996, he has been a Conservator and Notary, serving as a Notary at the First Notary Office of Maputo from 1997 to 2001. After that, he was the National Director of Registries and Notarial Services from 2001 to 2010 and Inspector General of the Ministry of Justice from 2010 to 2019. From 2019 to 2023, he served as Permanent Secretary of the Ministry of Justice. He currently holds the position of National Director of Registries and Notarial Services.
Manuel Malunga is also an assistant at the Faculty of Law at Eduardo Mondlane University in Maputo, where he teaches subjects such as Family Law, Inheritance Law, and Registration and Notarial Law. Additionally, he serves as the Director of the Faculty of Legal Sciences at the Technical University of Mozambique.

Alfonso Cavallé Cruz is the President of the Illustrious Notarial College of the Canary Islands and Delegate for the Americas of the General Council of Notaries, in addition to serving as a Notary in Santa Cruz de Tenerife. Born in Los Llanos de Aridane, on the island of La Palma (Spain), on July 15, 1960, he holds a Law degree from the University of La Laguna, where he also completed doctoral courses and obtained a Diploma in Advanced Studies. Since obtaining his title of Notary in 1988, he has built a long career in leadership, including roles as Treasurer and Auditor on the Board of the Notarial College of the Canary Islands (2001-2012). Since 2012, he has served as President of the Notarial College of the Canary Islands and, since 2009, has represented Spanish notaries as Delegate for the Americas. Currently, he is also a General Counselor of the UINL, Vice President of the UINL's Notarial Ethics Commission for the period 2023-2025, and Spain’s representative on the UINL's Commission on American Affairs. Among his contributions, he founded the Insular General Archive of La Palma in 2002. He is also the Director of the Revista Atlántica de Derecho, Historia y Cultura and Secretary of the Canary Academy of Notaries. A prolific author, he frequently participates in initiatives that promote the development of notarial practice and public law.

Carlos Alberto Casimiro Nunes has over twenty years of experience in the criminal field, with the last twelve years dedicated to the DCIAP. He holds a Law degree from the Classical Faculty of Law in Lisbon and a Master's degree in Deviant Behaviors and Criminal Sciences from the Faculty of Medicine at the University of Lisbon.
Currently, he serves as Deputy Attorney General at the Central Department of Investigation and Criminal Action (DCIAP).
He was also Director of the Forensic IT Laboratory (LIF) and coordinator of the DCIAP's Digital Support Units.
With strong expertise in anti-money laundering efforts, he has been a member of the Executive Committee of the Coordination Committee for Anti-Money Laundering and Terrorism Financing Policies since 2015. Additionally, he is a guest professor of criminology and criminal law at the Autonomous University of Lisbon (UAL) and an author of various articles and lectures on criminal law, criminal procedure, and criminology.

Mónica Jardim is an Assistant Professor at the Law School of the University of Coimbra, and serves as President of the Centre for Notarial and Registration Studies (CENoR) at the same institution. She is responsible for organizing the postgraduate program in "Notarial and Registry Law" and coordinates various short courses provided by CENoR, as well as significant academic events, including the Luso-Brazilian Seminar on Real Estate Registry Law, the Luso-Brazilian Jurisprudence Biennial on Real Estate and Registry Law, and the International Meeting on Property Rights, Registry Law, and Notarial Law.
Since 2010, she has been a co-opted member of the Portuguese Notarial Council. Since 2013, she has also served as a researcher at the Legal Institute of the Faculty of Law, University of Coimbra, where she develops studies and contributions in the fields of Notarial and Registry Law.

Ubiratan Pereira Guimarães is a Notary Public and Protest Officer in Barueri, São Paulo. He currently serves as President and member of the Brazilian Notarial Academy (ANB). He holds a Law degree from the University of Ribeirão Preto, São Paulo, with a specialization in Notarial Law from the University of Salamanca in Spain.
Throughout his career, he has been a speaker at internationally renowned events in the field, such as courses promoted by the Center for Notarial and Registry Studies (CENoR) at the University of Coimbra in Portugal, and he is a professor in the Graduate Program in Notarial and Registry Law at the Ítalo Brasileiro University Center in São Paulo.
He has served as President of the Federal Council of the Brazilian Notarial College (CNB/CF) and the São Paulo Section (CNB/SP) and was a member of the Examining Board for the 12th Public Examination for Titles and Tests for Delegations of Notary and Registry Offices in the State of São Paulo. Internationally, Ubiratan Guimarães actively contributes as General Counselor and member of the Board of Directors of the International Union

He holds a degree in Law from the Law School of Coimbra, and a Master's degree in Legal-Political Sciences from the Law School of Lisbo, where he is currently preparing his doctoral thesis.
Tiago is a Guest Lecturer at the Law School of Lisbon, where he has taught, among other subjects, Administrative Law and Administrative Litigation. He is a researcher at the Public Law Research Center and has more than a decade of experience as a lawyer specializing in Public Law. He also serves as an arbitrator in administrative arbitrations.
As Director of the Administrative Law Journal, he is a regular participant in seminars, conferences, and courses in the field of Public Law. He is the author of several monographs and scientific articles and is involved in coordinating multiple academic works.
Tiago is also a co-founder of ADA - Administrative Law Association, where he serves as President of the General Assembly.

Stephan Matyk-d'Anjony is one of the founders of the European Notarial Network (CNUE) and coordinated an important EU co-financed project, “Justice Without Litigation,” which analyzed the judicial functions performed by notaries. He is also the coordinator of the second edition of this project (JuWiLi II), which involves the participation of notarial organizations from 22 countries.
Currently, Stephan serves as the Director of European and International Affairs at the Austrian
Chamber of Notaries and has authored several articles on the notarial profession in the European Union context.

Filomena Sofia Gaspar Rosa has held the position of President of the Institute of Registries and Notaries since 2018. As a Registrar, she directed the Lisbon SIR – Integrated Registration Solutions counter from 2009 until her appointment as President.
In parallel, as an advisor to the IRN’s Board of Directors, she represented the Institute in international and institutional matters, focusing on cross-border projects and collaborative networks. Her contributions include involvement in the European Land Registry Association (ELRA), serving as the national contact point for the European Land Registry Network (ELRN), and participating on the Board of the Ibero-American Registry Network (IBEROREG).
She has also contributed to various legislative initiatives, simplification projects, and working groups and has spoken at numerous conferences, seminars, and congresses. Among her publications are articles such as “Electronic Network Administration(s)” (2010, published on the ICJP website) and “Land Registry: Preventive Justice in Times of Crisis” (2012, published in Terra de Lei, Journal of the Association of Jurists of Pampilhosa da Serra, Year I, No. 2). Filomena holds a Law degree and a Master’s in Administrative Law from the University of Lisbon’s Faculty of Law, with a dissertation on “Electronic Administration.”

Francisco António Carneiro Pacheco de Andrade is an Associate Professor at the Law School of the University of Minho, with a strong background and experience at the intersection of Law and Technology. Tamás Sajben has been the Director of International Affairs for the Hungarian Chamber of Civil Law Notaries since 2022, after representing the organization in Brussels from 2010 to 2022. He graduated in Law from Eötvös Loránd University in Budapest and completed an advanced master's degree in intellectual property law and ICT law at KU Leuven in 2021.
An expert in artificial intelligence and digital inheritance, Tamás joined the High-Level Expert Group on Digital Inheritance at the European Law Institute (ELI) in 2022, and since 2023, he has been part of the team developing Model Rules for the Succession of Digital Assets at ELI. He also leads work on Artificial Intelligence Guidelines for European Notaries at the CNUE and is a member of the New Technologies Working Group and the Data Protection Task Force. He co-authored the book "Foreign Authentic Acts in Practice and the Activities of Notaries Worldwide" (2018).

Pedro Dias Venâncio holds a Ph.D. in Private Legal Sciences from the School of Law at the University of Minho, where he serves as an Assistant Professor. He is also a visiting lecturer at the Polytechnic Institute of Porto. As a researcher with JUSGOV – Research Centre for Justice and Governance, he is part of the ETC group, currently conducting a research project titled "Digital Death: Personal and Property Issues."
